Europe Isn’t Working (co-authored with Liam Halligan and Mathew Owen)

This report argues that full employment should be the principal aim of economic policy and that the disturbing levels of unemployment in Europe require collective action. The authors examine the causes of the Euopean job famine, describe the features of national labour markets and offer short, medium and long-term policy recommendations. Specifically:

• labour market flexibility, as opposed to regulation;

• Community wide fiscal action;

• that demand must be expanded in conjunction with a more comprehensive set of economic measures;

• that member states should develop ten year rolling public expenditure programmes;

• the issuing of National and European recovery bonds, linked to selective public sector investment projects throughout the Community;

• that National forums should be established to recommend action which the Community can take to promote full employment.
